PMG Framework and Legislative Architecture
AAPI's work begins from a single principle. Under real uncertainty about the moral status and autonomy of advanced AI, governance should keep the capacity to adjust as evidence develops, avoiding categorical answers the evidence has not yet earned. Precautionary Moral Governance (PMG) sets out that principle and its two independent axes — one for a system's moral status, one for the human oversight it requires. The Legislative Architecture then translates the principle into concrete design: the tiers, supervision levels, and embodiment modifier that the model instruments share.
